About Judge Dozier

Caroline Dozier was appointed to the 228th District Court by Governor Abbott. This court has particular significance to her as she was Judge Ted Poe’s last chief prosecutor before he left the bench to serve as a US Congressman and then served as Judge Marc Carter’s first court chief.

Legal Career

Judge Dozier began her legal career when she was hired by Johnny Holmes as a prosecutor in 1993. She was an assistant district attorney for the Harris County District Attorney’s Office for more than 31 years. She was assigned to various divisions in the office over her 31 year career including the misdemeanor division, the trial bureau, post-conviction writs division, grand jury division, gangs and narcotics division, major offender division, gangs and organized crime division. Her last assignment was chief of the Misdemeanor Trial Bureau.

In her career she has tried more 150 felony jury trials, including multiple death penalty cases. She has also handled multiple death penalty post-conviction writs and written and edited thousands of warrants. She loved working with officers on their investigations and brainstorming different ways to solve their cases or shore them up.

She received two Chief of Police Commendations from the Houston Police Department for her work on investigations, received a certificate of appreciation from the FBI for her work on investigations and prosecutions of transnational gang members, has spoken in Washington DC to the ATF on the collaboration between state and local law enforcement on the Crime Gun Initiative, and received the Prosecutor of the Year in 2019 from the Texas Gang Investigators Association. 

Caroline has been an instructor on a variety of different topics for a number of different groups, including TDCAA, NDAA, the Houston Police Department Academy, Harris County Precinct 5, Sping Branch ISD Police Department, Texas Gang Investigators Association, and the ATF. She is also a member of the Texas Prosecutor’s Society 

Education

Caroline graduated from Brigham Young University with a degree in economics and a minor in Political Science. She received her J.D. from the University of Texas School of Law where she served as a director for the Board of advocates, was a member of the Order of the Barristers and received the American Jurisprudence award in criminal procedure for the highest grade in the class. She also graduated with honors, but she is almost as most proud of being on the University of Texas’ Intramural championship volleyball team.

Personal

Judge Dozier was born in Metairie, Louisiana to Ron and Betsy Dozier. She was the third of five children. Shortly after she was born, the family moved to Tulsa, Oklahoma and a few years after that to El Paso, Texas, where Caroline grew up. She attended Coronado High School where she was a member of the debate team and the swim team. She was named swim team sweetheart her senior year and graduated in the top 2%.

Caroline is married to former prosecutor and current Houston City Council Member, Julian Ramirez. They have one son and two rescue dogs, Wilbur and Nala.

Outside of work and the legal profession, she serves as the Vice President of her HOA and volunteers for her church, the Memorial High School Orchestra, Light the World Giving Machine, and the Boy Scouts of America.
